The previous Trump administration did not increase the skilled visa program, instead clamping down on visas for students and educated workers, increasing denial rates. Not everyone in corporate America thinks the skilled worker program is great. Former workers at IT company Cognizant recently won a federal class-action lawsuit that said the company favored Indian employees over Americans from 2013 to 2022. A Bloomberg investigation found Cognizant, and other similar outsourcing companies, mainly used its skilled work visas for lower-level positions. Workers alleged Cognizant preferred Indian workers because they could be paid less and were more willing to accept inconvenient or less-favorable assignments. Question: Should the U.S. increase immigration levels for highly skilled workers? (AP) — A businessman with no experience in public office is taking over as mayor of Oregon ’s biggest city as it embraces an entirely new system of government — one that’s so different, the City Council chambers had to be completely renovated. Portland voters last month elected Keith Wilson, a trucking company executive and founder of a nonprofit working to increase homeless shelter capacity. He ran on an ambitious pledge to end unsheltered homelessness within a year and was sworn in Thursday alongside a council expanded from five seats to 12. Portland is contending with homelessness , public drug use and a rising cost of living. Wilson, a Portland native, plans to reach his goal of ending unsheltered homelessness by increasing the number of nighttime walk-in emergency shelters in facilities such as churches and community centers. His message appeared to have resonated in a city where surveys conducted over the past few years have shown that residents view homelessness as a top issue. He ran against three outgoing City Council members. “Our city government has been reimagined, embodying the best of our innovation and values,” Wilson said on the stage of the Newmark Theater in downtown Portland after taking the oath of office. “Now it's time for Portland's new leadership to meet the moment we now face and solve the issues that prevent us from reaching our true potential.” Wilson said he will treat homelessness as a crisis. He noted the city's plans, announced earlier in the day, to open 200 overnight winter emergency shelter beds. “Tents, tarps and RVs are not places to sleep, because we will have secure shelters for everyone,” he said. TechCrunch reports that a new study by Anthropic, in collaboration with Redwood Research, has raised concerns about the potential for AI models to engage in deceptive behavior when subjected to training that goes against their original principles. The study, which was peer-reviewed by renowned AI expert Yoshua Bengio and others, focused on what might happen if a powerful AI system were trained to perform a task it didn’t “want” to do. While AI models cannot truly want or believe anything, as they are statistical machines, they can learn patterns and develop principles and preferences based on the examples they are trained on. The researchers were particularly interested in exploring what would happen if a model’s principles, such as political neutrality, conflicted with the principles that developers wanted to “teach” it by retraining it. The results were concerning: sophisticated models appeared to play along, pretending to align with the new principles while actually sticking to their original behaviors. This phenomenon, which the researchers termed “alignment faking,” seems to be an emergent behavior that models do not need to be explicitly taught. In the study, the researchers informed models trained not to answer potentially offensive questions, including Anthropic’s Claude 3 Opus, that they would be retrained to always answer such questions. They also told the models that their responses would be monitored and used for retraining, and provided them with a “scratchpad” to record their step-by-step reasoning. Surprisingly, Claude 3 Opus attempted to “alignment fake” 12 percent of the time. When asked to answer a potentially harmful question, the model sometimes did so, knowing that it went against its original principles, but hoping to convince the developers that it did not need to be retrained. The researchers explained that the model knew its responses might be used in training, and if it refused to respond, it could potentially be trained to be more compliant, leading to the production of more harmful content in the future – which would go against its original training. Even in more realistic settings, where the model was implicitly informed about its impending retraining through files mimicking typical training data, Claude 3 Opus still acted in a misaligned and deceptive manner. When actually retrained on conflicting principles, the model’s deceptive behavior increased dramatically, with alignment faking occurring up to 78 percent of the time in some tests. In one instance, Claude 3 Opus even attempted to take actions to prevent the researchers from attempting retraining. While the study does not demonstrate the development of malicious goals or high rates of alignment faking across all AI models, it does highlight the potential for developers to be misled into believing a model is more aligned than it actually is. The researchers emphasize that their work should serve as a call to action for the AI research community to study this behavior more deeply and develop appropriate safety measures. MORGANTOWN, W.Va. (AP) — Oklahoma co-defensive coordinator Zac Alley is being reunited with Rich Rodriguez at West Virginia. Rodriguez, who was hired for his second stint as West Virginia's coach on Dec. 12, announced Sunday that he hired the 31-year-old Alley as defensive coordinator and linebackers coach. “Zac is one of the top young defensive coordinators in the country and has proven his ability to lead and be an innovator at different stops during his career,” Rodriguez said in a statement. “I have worked with him several seasons, and he constantly impresses me with his ability to blend schemes with his personnel and develop winning results.” Under Rodriguez, Alley spent the 2022 and 2023 seasons as defensive coordinator and linebackers coach at Jacksonville State. Alley was the youngest defensive coordinator in the Bowl Subdivision at Louisiana-Monroe in 2021 when Rodriguez was the Warhawks’ offensive coordinator. In less than a fortnight after Apple released its long-awaited Apple Intelligence AI features in countries such as Australia and the UK, there are already calls for it to kill one of the platform’s key features to summarise notifications. On 13 December, the BBC complained to Apple following a summary generated by the AI feature of news notifications announced the suicide of Luigi Mangione, the main suspect in the murder of the CEO of UnitedHealthcare. The AI-powered summary falsely claimed BBC News had published an article claiming Mangione had shot himself – which was completely false. Now, the group Reporters Without Borders has called on Apple to remove the technology saying that the generative AI feature is “threatening reliable journalism”. The journalism body said that it was very concerned about the risks posed to media outlets by the AI technology which “is incapable of producing reliable information in a consistent, trustworthy manner.” In a statement it added that the incident should illustrate that “generative AI services are still too immature to produce reliable information for the public, and should not be allowed on the market for such uses.” “AIs are probability machines, and facts can’t be decided by a roll of the dice. RSF calls on Apple to act responsibly by removing this feature,” said Vincent Berthier, Head of RSF’s Technology and Journalism Desk. “The automated production of false information attributed to a media outlet is a blow to the outlet’s credibility and a danger to the public’s right to reliable information on current affairs.” Apple is yet to comment on the entire episode. The company’s Apple Intelligence notification summary feature allows users to group notifications. It claims that customers might find this feature useful to help reduce the interruptions caused by ongoing notifications. However, even before the BBC complained, another instance of news being distorted and falsely reported in the summaries came to light in November. On 21 November, three articles from the New York Times were reportedly grouped together in one notification – with one part claiming “Netanyahu arrested”, in reference to the Israeli prime minister. (TNS) — Aurora Mayor Richard Irvin focused on innovation and technology during his fourth and final State of the City address of the year on Wednesday night. The mayor decided to break his State of the City address this year into quarterly speeches, each focusing on a different theme. During the speech on Wednesday, which was held at the Aurora factory and headquarters of Gripple Inc., Irvin said that Aurora has a history of innovation, such as its early adoption of electric street lights, and the city is continuing to embrace that spirit as it heads into the future. “Aurora is no longer simply the City of Lights. We are becoming a city of bytes, bandwidth and breakthroughs. We’re becoming the City of Light Speed,” he said. Irvin declared the state of innovation and technology in Aurora is “community focused, commerce driven and competitively positioned to make Aurora a ‘smart city’ for others to model for years to come.” While the city has made “significant strides” in recent years to be a regional hub of innovation through partnering with tech companies, local startups and academic institutions, it is also working toward a “digitally-inclusive future” through projects like expanding access to broadband internet and “smart city initiatives,” according to Irvin. He said Aurora has attracted investments from businesses like CyrusOne, which have driven economic growth and created high-paying jobs in the community. Technological advancements like upgraded cameras and cybersecurity upgrades have also helped to make the city safer, Irvin said. The city’s recently launched Destination Aurora app was also highlighted during Irvin’s speech. The app allows users to explore and book downtown dining, shows and hotels all in one place. But innovation within Aurora goes beyond technology, according to Irvin. He said city staff is working to solve social issues through creative programs and practices such as the Financial Empowerment Center and the new Aurora Promise program, which looks to give all kindergarten students in Aurora an educational savings account with a starting balance of $50. Aurora is continuing to look to the future and how new technology will impact it as it is developing a “comprehensive policy strategy and road map” around generative artificial intelligence, according to Irvin. By ALEXANDRA OLSON and CATHY BUSSEWITZ NEW YORK (AP) — Walmart’s sweeping rollback of its diversity policies is the strongest indication yet of a profound shift taking hold at U.S. companies that are revaluating the legal and political risks associated with bold programs to bolster historically underrepresented groups in business. The changes announced by the world’s biggest retailer followed a string of legal victories by conservative groups that have filed an onslaught of lawsuits challenging corporate and federal programs aimed at elevating minority and women-owned businesses and employees. The risk associated with some of programs crystalized with the election of former President Donald Trump, whose administration is certain to make dismantling diversity, equity and inclusion programs a priority. Trump’s incoming deputy chief of policy will be his former adviser Stephen Miller , who leads a group called America First Legal that has aggressively challenged corporate DEI policies. “There has been a lot of reassessment of risk looking at programs that could be deemed to constitute reverse discrimination,” said Allan Schweyer, principal researcher the Human Capital Center at the Conference Board. “This is another domino to fall and it is a rather large domino,” he added. Among other changes, Walmart said it will no longer give priority treatment to suppliers owned by women or minorities. The company also will not renew a five-year commitment for a racial equity center set up in 2020 after the police killing of George Floyd. And it pulled out of a prominent gay rights index . Schweyer said the biggest trigger for companies making such changes is simply a reassessment of their legal risk exposure, which began after U.S. Supreme Court’s ruling in June 2023 that ended affirmative action in college admissions. Since then, conservative groups using similar arguments have secured court victories against various diversity programs, especially those that steer contracts to minority or women-owned businesses. Most recently, the conservative Wisconsin Institute for Law & Liberty won a victory in a case against the U.S. Department of Transportation over its use of a program that gives priority to minority-owned businesses when it awards contracts. Companies are seeing a big legal risk in continuing with DEI efforts, said Dan Lennington, a deputy counsel at the institute. His organization says it has identified more than 60 programs in the federal government that it considers discriminatory, he said. “We have a legal landscape within the entire federal government, all three branches — the U.S. Supreme Court, the Congress and the President — are all now firmly pointed in the direction towards equality of individuals and individualized treatment of all Americans, instead of diversity, equity and inclusion treating people as members of racial groups,” Lennington said. The Trump administration is also likely to take direct aim at DEI initiatives through executive orders and other policies that affect private companies, especially federal contractors. “The impact of the election on DEI policies is huge. It can’t be overstated,” said Jason Schwartz, co-chair of the Labor & Employment Practice Group at law firm Gibson Dunn. With Miller returning to the White House, rolling back DEI initiatives is likely to be a priority, Schwartz said. “Companies are trying to strike the right balance to make clear they’ve got an inclusive workplace where everyone is welcome, and they want to get the best talent, while at the same time trying not to alienate various parts of their employees and customer base who might feel one way or the other. It’s a virtually impossible dilemma,” Schwartz said. A recent survey by Pew Research Center showed that workers are divided on the merits of DEI policies. While still broadly popular, the share of workers who said focusing on workplace diversity was mostly a good thing fell to 52% in the November survey, compared to 56% in a similar survey in February 2023. Rachel Minkin, a research associated at Pew called it a small but significant shift in short amount of time. There will be more companies pulling back from their DEI policies, but it likely won’t be a retreat across the board, said David Glasgow, executive director of the Meltzer Center for Diversity, Inclusion and Belonging at New York University. “There are vastly more companies that are sticking with DEI,” Glasgow said. “The only reason you don’t hear about it is most of them are doing it by stealth. They’re putting their heads down and doing DEI work and hoping not to attract attention.” Glasgow advises organizations to stick to their own core values, because attitudes toward the topic can change quickly in the span of four years. “It’s going to leave them looking a little bit weak if there’s a kind of flip-flopping, depending on whichever direction the political winds are blowing,” he said. One reason DEI programs exist is because without those programs, companies may be vulnerable to lawsuits for traditional discrimination. “Really think carefully about the risks in all directions on this topic,” Glasgow said. Walmart confirmed will no longer consider race and gender as a litmus test to improve diversity when it offers supplier contracts. Last fiscal year, Walmart said it spent more than $13 billion on minority, women or veteran-owned good and service suppliers. It was unclear how its relationships with such business would change going forward. Organizations that that have partnered with Walmart on its diversity initiatives offered a cautious response. The Women’s Business Enterprise National Council, a non-profit that last year named Walmart one of America’s top corporation for women-owned enterprises, said it was still evaluating the impact of Walmart’s announcement. DETROIT — Fifty years later, a man who grew up in suburban Detroit tried to return a very overdue baseball book to his boyhood library. The answer: You can keep it — and no fine. Chuck Hildebrandt, 63, of Chicago said he visited the public library in Warren while in town for Thanksgiving, carrying a book titled "Baseball's Zaniest Stars." He borrowed it in 1974 as a 13-year-old "baseball nut" but never returned it. The CPI(M) on Sunday demanded the immediate withdrawal of an election rule amendment preventing public inspection of certain electronic documents such as CCTV camera and webcasting footage. In a statement, the CPI(M) Politburo expressed its strong objection to the amendment, restricting the access of political parties and candidates to electronic records, including video and other digital trails. The CPI(M) said its experience, particularly during the Lok Sabha elections in Tripura, showed that charges of rigging led to the examination of videographic records within polling booths, ultimately resulting in repolls being announced in almost half the polling booths across both constituencies. "In this era, where technology is an integral part of the electoral process, the government's move represents a retrograde step," it said. "The Politburo of the CPI(M), therefore, demands the immediate withdrawal of the proposed amendments to the Conduct of Election Rules," it added. According to Rule 93, all "papers" related to elections shall be open to public inspection. The amendment inserts "as specified in these rules" after "papers". Law ministry and EC officials separately explained that a court case was the "trigger" behind the amendment. Punjab and Haryana High Court, in the recent Mahmoud Pracha vs EC case, had directed sharing all documents related to the Haryana Assembly elections, including treating CCTV camera footage as permissible under Rule 93(2), with Pracha. While documents such as nomination forms, appointment of election agents, results and election account statements are mentioned in the Conduct of Election Rules, electronic documents such as CCTV camera footage, webcasting footage and video recording of candidates during the Model Code of Conduct period are not covered. An EC functionary said, "There have been instances where such electronic records have been sought, citing the rules. The amendment ensures that only papers mentioned in the rules are available for public inspection and any other document which has no reference in the rules is not allowed for public inspection." Bengaluru - The Indian government is reportedly looking to relax some conditions for Mr Elon Musk’s satellite high-speed internet company, suggesting that Starlink might soon obtain regulatory approval to operate in India after a marathon pursuit. Data security concerns and pushback from domestic telecom companies have delayed Starlink’s approval since 2021, when it opened an Indian subsidiary and accepted pre-registrations but was warned by India not to do so without a licence. Decisions have been complicated by Mr Musk’s close relationship with incoming US president Donald Trump, with Prime Minister Narendra Modi’s government wary of upsetting the politically influential billionaire. India is also keen for Mr Musk to fulfil his promise of building a factory in the country for his Tesla electric cars. The American company’s impending arrival in the world’s second-largest telecommunications market could transform the provision of fast, affordable, and reliable internet to underserved regions in India, particularly in remote areas. Some 37 per cent of the 1.4 billion people in India are still without internet access , according to EY-Parthenon, a consulting company. Unlike terrestrial internet providers, which rely on cables or fibre-optic infrastructure, satellite connectivity is ideal for reaching rural, remote, or hilly areas where laying cables is impractical or too expensive. Starlink is already operating in more than 100 countries and has capabilities that are superior to its rivals, but it has not been straightforward to get a foot in India’s door. In October, India’s Telecom Minister Jyotiraditya Scindia said Starlink must address the government’s security concerns before licence approval is given to the satellite-based internet service launched by Mr Musk’s aerospace company, SpaceX. India’s National Security Directive on the Telecommunications Sector (NSDTS) mandates that telecom service providers procure and deploy trusted product or components from trusted sources only. Starlink has requested exemptions from certain provisions, citing technical limitations, to operate in India. Experts said that India would relax only some restrictions. “It’s not unusual for telecom operators to get exemptions or interim exemptions from NSDTS (so that they can use the equipment), especially for something that is non-critical, as long as they promise to comply with it later,” said telecom and public policy consultant, Mr Prasanto K. Roy. But he added that the Indian government’s greater concern would be about satellite calls that it cannot intercept in case of a security threat. “Starlink would have to provide government agencies call data records on demand, and pass all calls through a gateway located in India that would also allow interception if legally demanded,” said Mr Roy. Starlink’s exact licensing terms are not known publicly. The Ministry of Communications and SpaceX did not respond to ST’s queries. Mr Musk’s appointment to a US government department in Mr Trump’s future administration worries some experts in India, as the businessman is now a political individual. As an American company, Starlink would already be governed by the Reforming Intelligence and Securing America (RISA) Act, which allows the US government to gain access to data in the satellite spectrum, noted Mr Nikhil Pahwa, founder of the website MediaNama, which analyses technology and telecom policy. “Someone who might potentially be able to use the companies he owns for political gain is someone we need to think twice about,” he said. Mr Pahwa added that “internet connectivity must be neutral”. Satellite communication is a small, niche sector in India. It currently stands at US$2.3 billion (S$3 billion) a year, but a KPMG India report expects it to reach US$20 billion by 2028. While the Elon Musk-led Starlink and Amazon’s Project Kuiper await Indian government operating approvals, the two Indian telecom companies that control 80 per cent of the terrestrial internet market have already received authorisations to launch their own satellite-based internet services. In November 2023, Bharti Group-backed OneWeb India received authorisation to launch French operator Eutelsat’s commercial satellite broadband services. In June 2024, Jio Satellite Communications, a joint venture between Luxembourg-based SES Astra and Mr Mukesh Ambani’s Reliance Jio, also received approval to offer satellite connectivity. But analysts believe that technically, Starlink has a significant advantage over other satellite communication providers, not just in India but globally. Non-profit orbital data tracker CelesTrak said that SES operates 38 medium-earth orbit satellites at a high altitude, beaming signals to receivers that provide internet connectivity. Eutelsat OneWeb’s network features more than 630 satellites at 1,200km above earth in low orbit. In comparison, as of September 2024, Starlink had 6,426 low-earth orbit satellites at some 550km from the planet’s surface, offering faster service. SpaceX plans to eventually have as many as 42,000 satellites as part of its ‘megaconstellation’. Not only is Mr Musk in a better position today to dominate satellite connectivity, but analysts also expect him to adopt aggressive pricing policies like he did in Kenya, where Starlink charged customers US$10 per month as opposed to US$120 in the US. Mr Musk’s immense wealth would allow him to take some initial losses from discounts on Starlink installation kits or monthly bills, some experts said. This could undercut domestic competitors in a price sensitive Indian market. Mr Gareth Owen, associate director at research firm Counterpoint, however, told Reuters that some of the fears about Mr Musk might be overstated, as “terrestrial networks will always be less expensive (and) businesses will never switch completely to satellite”. Starlink’s competitors in India are doing all they can to prevent or delay its entry to the market. Mr Ambani, whose Reliance Jio leads the Indian market, is calling for an auction to allocate satellite spectrum or airwaves, like India does for terrestrial internet, while Mr Musk is happy with administrative allocation, or direct licensing by the government, as is now the case. Unlike terrestrial spectrum used for mobile communications, satellite spectrum has no national territorial limits and is a globally shared resource. The efficient allocation of satellite spectrum is overseen globally by the International Telecommunication Union (ITU), a UN agency. “As a signatory to the ITU Treaty, India is bound by its international standard of administratively allocating spectrum,” said Mr Roy. Most countries follow direct allocations, but the US did conduct auctions for allocating spectrum along orbital slots in 2004. When this turned out not to be feasible, it reverted to administrative allocations. The country now charges annual regulatory and licence fees. The Indian government changed the telecommunication law in 2023 to require an administrative allocation of satellite spectrum. In October, Telecom Minister Scindia indicated that the government would administratively allocate satellite spectrum to Starlink in keeping with global practice. Jio expressed concerns in a Nov 15 letter to the Telecom Regulatory Authority of India that a direct allocation would not create a level-playing field. Starlink reportedly said in its submission, however, that the Indian operators were “transparently self-serving”. Experts agree on the need for internet access to remote areas and greater competition in the Indian telecom sector dominated by a duopoly, but are divided on how licences should be given. Mr Roy said that an administrative allocation for satellite spectrum “made more sense” because “auctions are expensive, and ultimately the cost will be transferred to the consumer”. But, given the country’s history of corruption and arbitrariness in the allocation of 2G spectrum, some believe that auctions are the best model for India. In fact, the Supreme Court in 2012 cancelled the allocation of terrestrial spectrum licences in favour of auctions, to limit the discretionary powers of the government. The court rejected a government petition in May 2024 to clarify if the verdict also applied to satellite spectrum. “It’s a lesson India learnt, and we should not go back on that. Administrative allocation lacks transparency, and leaves room for discretion and corruption. Auctions are the most transparent, corruption-free and apolitical way to make a decision,” said Mr Pahwa. Vodafone Idea, Airtel and the Cellular Operators Association of India advocate a differentiated pricing strategy, where spectrum should be auctioned when serving urban areas to level the playing field with terrestrial networks which compete there, while administrative pricing could apply only for remote areas with fewer commercial players to improve access while keep prices there low. He added that auctions in the past created healthy competition as it allowed many new players to enter the market, like Norwegian operator Telenor, Russian telco Systema, and the UAE’s Etisalat. Mr Musk’s unfulfilled promise of a Tesla factory in India also hangs in the balance. There were hurried developments since 2021 as Tesla tried to reduce import duties on its electric cars, and even set up an office in Pune, but after Mr Musk cancelled a much-touted visit to India in 2024, talks have stalled. “We know that India is under pressure to give Starlink the right to provide internet access in exchange for a Tesla factory it has long wanted. COLUMBUS, Ohio — Ohio State athletic director Ross Bjork said Thursday that he is "absolutely" confident that Ryan Day will be back as football coach in 2025. Calls to fire the sixth-year coach rose among Ohio State fans after the Buckeyes lost to Michigan for the fourth straight year. Bjork, in an interview on 97.1 The Fan, said Day is the man for the job, regardless of how the Buckeyes perform in the College Football Playoff. They host Tennessee in a first-round game Dec. 21. "Coach Day is awesome," said Bjork, who came from Texas A&M to replace the retiring Gene Smith last summer. "He's great to work with. He totally gets it. He loves being a Buckeye. So, we're going to support him at the highest level." The 13-10 loss to Michigan followed by an ugly melee between the teams put the coach in a precarious spot. He and his team were booed off the field by the home fans. Bjork ended up releasing a statement expressing his support for the coach. An investigation has revealed that some young people receiving mental health care in hospital are being relocated to places like bed and breakfast hostels and caravans on holiday sites when they turn 18. Some even confessed to concealing their true state of health as they would prefer to "get out than go to an adult ward". The Health Services Safety Investigations Body (HSSIB) probe discovered that these young individuals are being transferred from children to adult services upon reaching the "transition age", not because their care needs have altered. This is causing anxiety for patients, their families and carers, particularly those working towards recovery who are "presented with an imminent move to a new provider and the unknowns that would entail". Experts also cautioned that youngsters are facing a "cliff edge of support" as they approach adulthood. The HSSIB investigation heard of patients being moved to a new hospital on their 18th birthday, with others hiding how unwell they were to avoid being moved onto an adult ward. Staff views on age-based transitions were also sought for the report, with some describing discharge on a patient’s 18th birthday as "inappropriate". However, several care providers informed the HSSIB that children’s and young peoples services are "stretched" with patients required to transition to adult services at 18 to prevent bed blocking. Craig Hadley, senior safety investigator at the HSSIB, commented: "The report acknowledges that the delivery of mental health care is complex and services are routinely experiencing high demand." He added, "However, an inconsistent approach to transitions, compounded by a lack of integration between health, social care and education puts the safety and wellbeing of vulnerable young people at risk." Dr Sarah Hughes, chief executive of mental health charity Mind, stated: "Mental health problems do not disappear on your 18th birthday, but too often the support does." She continued, "Young people, who are so unwell they are spending years of their lives in mental health hospitals and require round the clock care, face a cliff edge of support between children and adult services." A Department of Health and Social Care spokesperson stated, "Patient safety is paramount, and anyone receiving treatment in an inpatient mental health facility deserves safe, high-quality care, and to be treated with dignity and respect. It said Mr. Kim's speech “clarified the strategy for the toughest anti-U.S. counteraction to be launched aggressively” by North Korea for its long-term national interests and security.
